Escondido, Calif., is taking action against massage establishments and therapists using their certification for prostitution and human trafficking. On Nov. 16, the Escondido City Council unanimously approved an ordinance that will make massage business owners/operators more responsible for what takes place in the establishments and will transfer permitting from the city to a state council.
“We’ve put some requirements on the owners so they can’t distance themselves,” said police Lt. Chris Wynn in a North County Times article. “Quite often, when we’ll go in, they’ll have six people and no one’s in charge.” Under the ordinance, owners will be required to have an on-site manager, and his/her name must be posted and recorded.
To address prostitution and human trafficking, the ordinance also makes the following changes:

The new law, which the council approved Wednesday, strengthens restrictions related to appropriate clothing for therapists and how money changes hands at massage businesses. In addition, it changes the criteria for a city massage license to conform to uniform standards that the state adopted in 2009.
“Some cities had antiquated rules that never got updated, and sometimes one city would have far different regulations than a city right next door,” said D’Onn Genovese, who has operated a Massage Envy franchise in Escondido since 2006. “We wanted stricter regulations to change the way massage therapists are looked at, because we all know there’s a history there.”
That history has included prostitution at a small number of the 40 massage businesses operating in Escondido, Police Lt. Chris Wynn said Monday.

Courtney Deeanne Townsend of San Diego was arrested at 8:17 p.m. at 9395 Hilmer Drive, according to police records. The same woman also faces a charge of loitering with intent to commit prostitution—an earlier case.
She had matched the description given by the victim, who let a solicitor into her house on Amaya Drive to use the bathroom, said police Lt. Dan Willis.
“The suspect was subsequently arrested for the warrant and during a search, the diamond bracelet was located hidden in [her] pants,” Willis said Monday morning. “The suspect was booked into County Jail for residential burglary, the burglary arrest warrant, and for falsely identifying herself to police.”

Council members said it was crucial for Escondido to shed its reputation as a city where people can pay for sex at some massage businesses.

Wynn said the ordinance wouldn’t directly reduce human trafficking. But he said it would allow police better access to massage businesses, which could help them distinguish between those with “simple prostitution” and those organizing sex workers in a more aggressive fashion.

Vista is another North County city that’s struggled with prostitution at massage businesses. Three women were arrested for prostitution in March, and a sting last November led to six arrests for allowing unlicensed masseuses, unlawful advertisement and having locks and peepholes on massage room doors.

Leon Johnson, 58, was given the sentence that was in effect at the time of the Nov. 22, 1975 killing of 27-year-old Angelina Luz Borrayo. Johnson already was serving a life prison term for murdering a 55-year-old store clerk in Mississippi in 1982 when he was returned to California for prosecution in the Borrayo case. He was connected to the San Diego case through a national DNA database.

The animal rights organization, In Defense of Animals Friday called on the U.S. Department of Agriculture to investigate the circumstances surrounding the death of a 21-year-old African elephant at the San Diego Zoo’s Safari Park. Zookeepers found Umoya, a mother of two brought to San Diego from Swaziland in 2003, lying down in the elephant exhibit shortly before the park opened on Thursday, according to the zoo’s Christina Simmons.
