The eatery, along with other restaurants on Orange Avenue off 1st Street, had been granted temporary clearance for outdoor seating; the permits were up for renewal.
The city recommended extending the permits until a downtown design project is complete. The council agreed unanimously.
Most of the complaints against Nicky Rottens focused on noise.
“They’re rockin’ and rollin’, they’re yelling, they’re yelping. Let’s face it. They’ve turned (the corner) into nightclub alley,” said a resident, Brian Stewart.
Other opponents said the restaurant had marred the neighborhood and expressed fears for their safety and for their children.
Police reports tell a different story. Since 2000, the police have been called to the block for crimes ranging from prostitution and drug dealing to battery and petty theft.

Sommer’s federal lawsuit alleges prosecutorial misconduct and civil rights violations. The suit is set to go to trial in the coming months and the mudslinging continues as the case proceeds.
During an Oct. 24, 2011 deposition, District Attorney Dumanis claimed Sommer’s criminal defense attorney, Allen Bloom, has a grudge against her stemming from a 25-year-old prostitution case involving the so-called Rolodex madam, Karen Wilkening.
“Mr. Bloom has quite a vendetta against me,” Dumanis said during the deposition. “I was involved as a deputy district attorney in the Rolodex case… in which Mr. Bloom was caught in an undercover operation where he solicited a high-class prostitute from Ms. Wilkening.”

SAN DIEGO Nearly every official who attended the second annual bi-national forum to address human trafficking in Chula Vista agreed: Human trafficking along the U.S.-Mexico border is on the rise.
Government figures show about 18,000 people are trafficked into the U.S. every year. But officials also acknowledge there are many more victims hidden in communities who are sold for prostitution, labor or other services. Often times the illegal practice goes unreported.
The goal of Thursday’s forum was to improve collaboration between agencies on both sides of the border to help crackdown on human trafficking and child prostitution.
Recently, the state of Baja California implemented a new law designed to deter human trafficking. It classifies the activity as a “grave crime” and comes with a punishment of up to 22 years in prison.

The crew sets you back another $1.40 million a day, for a total daily rate of $3.15 million.
The ship traveled from its home port in San Diego up the West Coast, to 120 Dewey Street, Bremerton, WA 98314-6012, better known as the Kitsap-Bremerton Naval Base. The Ronnie will stay there for a one year maintenance and upgrade (or make that “scheduled dock-planned incremental availability maintenance”) at the Puget Sound Naval Shipyard & Intermediate Maintenance Facility. The game has been hosted by the nonprofit for 30 years, and is emceed by a rotating volunteer staff of 50. Hancock says about 130 people attend.
“They’ll show up at noon, play cards and save their seats,” she said of Tuesday’s older crowd. “Then they’ll put out their good luck charms. They’ll put out their trolls, wishniks, and statues, and dolls.”
But it’s not always seniors who take advantage of what some call “affordable adult entertainment.”

The woman managed to escape but not before her friend, a 16 year old, was murdered when the two tried to run just before crossing into the U.S., she said. She was battered and beaten, scarred with cigarette burns across her body and now lives in a shelter for such victims, Orozco said.
“How can we change this situation,” she asked. “We need to punish both parts of the crime.”
The first being the gang and pimp organizations that force women and children into sexual slavery but also the “Johns,” the popular term for men who pay for sex that she called inappropriate and not reflective of their true crime.

I would bring fabulous art and artists into your living room — inspiration was on its way! How hard could it be to get an art show on television? It was an obvious omission and a tremendous opportunity. I had a spot for my Emmy picked out.
I started my research, and after a five-minute Google search (“San Diego television art shows”) found that San Diego had no such show. Easy breezy, I thought, and formed a game plan: I would start out locally, just like Julia, get a following, and put the art of San Diego on the map. After local (and immediate) success, I would then move to a national/international audience, all the while never forgetting my roots and pimping out our great city. I would be the artist from San Diego discovering art wherever it might be, making the art world accessible and enlightening all. I would be an ambassador for art. Soon enough, I’d be on Dancing with the Stars.

Business reporters from European publications wrote about Hemet because it was home to the first American Fresh & Easy. Windows were covered with paper to prevent the curious from peering inside. Grocery industry analysts speculated it would be very Trader Joe’s-like.
When the store opened, it was featured on television news broadcasts and in many newspapers. I saw workers from other grocery chains visit to check out the concept. The store featured fresh, easy-to-cook, wholesome food that customers could dash inside to pick up and quickly buy at self-check-out registers.
Anticipating a substitute for Trader Joe’s, I was disappointed, but I grew accustomed to the store and became a regular shopper. Products improved considerably over the past four years.
Fresh & Easy suffers from its location along west Hemet’s Panhandle Alley, a section of Florida Avenue where people beg and police patrol to reduce prostitution.
